Objectives and Key Deliverables
Our client is a development finance institution (DFI) that seeks to support the economic growth of a select group of countries, including Cote d'Ivoire, by addressing key bottlenecks and constraints to growth.
This project is part of the scoping of an aspect of work that they are considering including under one of their key pillars or constraints that they want to address, on 'regional transport'.
The Port of Abidjan, Cote d'Ivoire's capital city, is congested with trucks, for a range of reasons including the fact that there is nowhere for trucks to park and the informal and disorganised nature of order taking and competition for haulage at the port. As a result everyone loses: truckers are left waiting at the port for a long time and get less orders, trucks move more slowly, orders move more slowly, and port operations are slow than they need to be.
The DFI is considering investing in a truck stop that will offer parking and associated services for truckers, and may include other logistics platform services (e.g. warehousing, weighbridges) and perhaps even dry port services that allow exports over road to neighbouring countries. Before the DFI goes ahead with this, they would like a team to assess whether this is an appropriate idea to take forward, what services should be offered, how it should be operated (so that the race to the bottom in terms of informal competition is brought to an end) and how they should structure a Public-Private-Partnership for the development, administration and Operation & Maintenance of the truck stop.
This project is at pitch stage but should all move ahead as expected will kick-off around the 20th of March (27th possible). The role will likely be part-time until the 3rd of April, whereby there will be two weeks full-time work, potentially followed by further part-time. We are looking to draw up a shortlist by Tuesday the 14th of March.
All expenses will be covered but we expect the successful candidate to ensure they are available to work in the Cote d'Ivoire (Visa / work permit procurement).
This consultant will have expertise in the logistics sector and will be integrated with a Dalberg team as a subject matter expert. They will be expected to lead work on benchmarking and analysis on what types of truck stop models exist, how they operate, and what should be considered when this is localised for Abidjan. This will be c.10 slides as part of an interim report to the client, and behind this may be an excel model that collates benchmark KPIs and operating metrics.
They will help structure field research and within this lead some interviews of a technical nature with logistics and truck stop experts.
Finally, they will support the crystallisation of findings over the course of this project into an overview of what the truck stop will need to look like, what will need to be developed (at a high level), how it will need to coordinate with the port and be administered, and how it will need to be operated (again, at a high level) and lead work with the team on what the optimal contracting route should be to get the park developed (e.g. a PPP).
For reference, below is the full scope of work for the full team. The consultant is expected to provide key inputs into step 1 and 2, and lead step 3.
1. Confirm the drivers of truck-related congestion at the Port of Abidjan and that a truck stop with associated services will address this challenge.
Based on targeted interviews with port administration, logistics firms and firms involved in import / export verify the drivers of congestion at the Port of Abidjan, and whether a truck stop will address this challenge. While undertaking this, the team should also aim to solicit input on, at a high level, what the capacity of this truck stop should be (e.g. how much parking space, # trucks passing through per hour), the ‘minimum viable services’ that should be provided, and solicit input on what additional services could also be added both to improve the logistical flow, address the demands and needs of truck drivers, and where feasible maximize the social impact that can be generated (e.g. clinic services).
2. Identify what administrative measures and capacity would be required to control truck traffic and ensure effective coordination with the port
In addition to the truck stop itself, congestion will require truck stop operations that manage the flow of trucks and ensure that any desire to informally compete for orders at the port do not override the benefits from being located at the truck stop; as a result there will need to be implementation of order scheduling / planning, allocation of orders where necessary, communication with the port for timely transiting, and enforcement of procedures and rules. The team should consult normal practice in other analogous truck stop operations, as well as consult local stakeholders (especially the port authority and logistics firms) to develop suggestions on how this should be operated.
3. Provide a perspective on optimal contracting routes to use for the development of the truck stop, including a Public-Private-Partnership (PPP)
The team should, based on a preliminary concept for the truck stop, identify what will need to be developed and what governance / administration and operations & maintenance will be required, and develop contracting modalities that could be employed for the development and operation of the truck stop. It is expected that a PPP will be one option. The team should then develop criteria for selection of a preferred option.
Experience in logistics and ideally the specifics of truck stops.
Able to lead thinking on what the different operating models to consider are in this instance (simplest is a truck stop with parking and basic facilities; medium option is truck stop with a logistics platform; most complex is the prior 2 plus dry port).
Will need to have a good knowledge of how these models are developed and therefore what a public-private-partnership approach versus other approaches (e.g. a concession) are like and be able to inform thinking on the pros and cons of each.
Working knowledge of Cote d'Ivoire and the Ivorian logistics market is a plus.
Experience working in top-tier consulting is a plus.
Fluent working in French is very helpful; ability to participate in country visit to Cote d'Ivoire is very helpful - both are not essential, but will result in a lighter role with less days than advertised for this position.
Experience working in international development, or with development finance institutions, and therefore familiarity with integrating social impact into investment options, is useful, but not essential.
