Background & Objectives
We are looking to engage a consultant for a 12-month role on-site in Addis Ababa, working in a leadership capacity with our team to help facilitate private investment in the Ethiopian agriculture sector. This is a unique opportunity to work with our team and a range of stakeholders in the Ethiopian government and agriculture investment community. It requires 8-10+ years of experience, ideally including work at the nexus of agriculture and investment facilitation in the developing world, along with comfort interfacing directly with senior leadership in government and serious large-scale private investors.
Here is a more detailed description of the project context:
As part of our management of USAID’s Investment Support Program, we are providing assistance to the Ethiopian government to facilitate investment into the country’s agriculture sector. During the first phase of work, we secured 10 preliminary commitments from private investors and identified bottlenecks that will need to be removed to realize those commitments. The team will spend a significant amount of time co-located with stakeholders in Ethiopian government institutions, namely Agricultural Transformation Agency (ATA), Ethiopian Investment Commission (EIC), Ministry of Agriculture and Natural Resources (MoANR), and Ministry of Trade (MoT), among others. The start of work is currently planned for mid-to-late September, running for 12 months.
T&E, Per Diem, Lodging allowance and vacation days:
Approved travel expenses (including initial and final flights) will be reimbursed.
There is a per diem of USD 85 per day, for the first 60 days, USD 51 for days 61-120, and USD 34 for days 121-337 (assuming four weeks unpaid vacation).
There is also a lodging allowance of USD 1,083 per month.
Note that vacation days are unpaid and do not qualify for per diem or other expense reimbursement.
For this next 12-month phase, USAID aims to (1) develop and advance a range of concrete initiatives that will remove each of the 10 investments’ bottlenecks, and (2) define and introduce improved roles and processes that will guide Ethiopia’s institutional ecosystem for agri-investment facilitation.
Intended Impact: Successful mobilization of 10 private investments in Ethiopian agri-industry, with each investment between USD 1-50 million in scale, directly generating hundreds of Ethiopian jobs in manufacturing and indirectly benefiting thousands of Ethiopians working in production and other related and supporting sectors, and also strengthening Ethiopia’s capacity to independently facilitate similar and additional investments in the future.
Experience and/or desire to work in the agriculture, investing for development, inclusive business, inclusive growth and policy & advocacy spaces; comfort interfacing directly with senior-leadership in government as well as with serious and large-scale private investors; sensitivity to political context and ability to navigate bureaucracy to advance an idea; interest/experience in change management / improving effectiveness of government institutions.
Management consulting experience and at least 8-10 years of relevant experience.
